- ANNA LESZKOWSKA is talking with professor KRZYSZTOF JAN KURZYDŁOWSKI, under-secretary of state in the Ministry of Education and Science – Many things to be done
– The government declares an increased expenditure for science in the year 2006 – is there already a decision on how this money should be spent?
– It is a little too early to answer this question. To the best of my knowledge, the budget for science in the government’s auto correction has not been reduced. However, a part of the funds in budget is signed not directly in the “Science” section, but in the prime minister’s reserve. And in so far as the budget in the section “Science” has not been reduced, it is not known how the things will go with the reserve that the government can devote to other goals. Nevertheless science gains very much, about 600 million PLN more than in 2005. r. /.../
– Will the ministry deal with the implementation area – the point of contact between science and economy
– It is an extremely important area, especially for this ministry. And we will take up many actions to improve the flow of knowledge and experience in both directions. But we will not deal with implementation as it is not our domain. According to the government declarations the subject that should be immediately discussed with the participation of the Ministry of Education and Science is the amendment of the jbr act. /.../ I am taking all threads enlisted in the government’s program and prime minister’s exposé very seriously. I have some ideas on how to support the protection of the intellectual value resulting from the research work financed by the state budget, how to improve the relationships of science and economy. I would like to use for this the possibilities that are hidden in the creation of special projects that can support the cooperation between science and economy. /.../
– What causes the mostemotions in the scientific community at present are the criteria of evaluation of the scientific institutions, parametric evaluation of units. Will there be any changes here?
– Units will certainly be evaluated and we will start from the present state, that is from the regulation of the minister of science and computerization from August 4 2005. Which does not mean that we should not take a close look at its course and correct it if necessary. Some corrections can still be done during the evaluation, f.e. further specify some writings or make the interpretation more flexible. Maybe other will need somewhat deeper reflection and proposing another change. I would like to see the results of the run evaluation however, before we start to correct anything. /.../
- JANINA SŁOMIŃSKA – Temporary alliances
Science needs funds to function, politics needs legitimization for its actions. How to compromise the both? Two worlds are distinctly visible in the Polish social policy. The scientists from Toruń found out about that realizing an unique research-developmental project.
A group of enthusiasts – graduates of the humanistic studies from the University of Mikołaj Kopernik in Toruń started in 1972 research on school functioning in the country environment and in the industrial areas. About 8 thousand of pupils – the full population of the graduates of the eighth grade of the primary schools from Toruń and the then Toruń district and Włocławek and the Włocławek district have been the subject of the research. /.../ The eight graders from the beginning of the 70s are already 45 years old – We accompanied them and we still do – says professor Ryszard Borowicz, the director of the Institute of Research on Structural Transformations of the Sociology Institute of UMK in Toruń - in all the most important stages of life. We watch how the changes in these people’s life cycle are connected with the social background. This is probably the only scientific-research project of this type in the world. /.../

Standardization of experimental animals due to the genotype does not cause any serious problems thanks to usage of appropriate breeding methods and control techniques. A much more serious issue is the unification of their feeding.

– /.../ a psychic disorder defined as „borderline personality” is frequent with the youth that has for some time been called „the T generation”/.../.
– The youth think that the parents, especially if they are unemployed, do not „keep abreast of” the modernity. Whereas if they are working they are usually so occupied and tired with their work that they cannot devote much time to their children. The youth treat the moral and worldview values and life rules recognized and promoted by the older generation with reserve. It also applies to the hints given by school. Of course, some of these values are selectively accepted by the youth, but encased with their own views, often completely changing their meaning. These processes are deepened by the contacts in the peer groups. Opposing to what the youth think, they are still unprepared for the living conditions that are constantly changing in the period of transformation. Confronted with its reality they suffer defeat and shock, which frequently lead to emotional disorders and personality distortions. /.../
- WALERIA KOŻUSZNIK – Combined hearing
/.../ elaborated by professor Henryk Skarżyński, the new method of treatment for the partial deafness combining the remains of natural, physiological hearing in the scope of low frequencies with artificial electronic hearing, without stripping the heard sounds from the full scale of tone colors is recognized as one of the greatest world achievements in the field of otolaryngology and audiology of the recent years. /.../ That’s because it refutes the hitherto prevailing theory according to which the middle year cannot be opened and no foreign element, electrode, can be placed in the cochlea without causing an irreversible damage to the healthy part of the cochlea “on occasion”. /.../
- ANDRZEJ MARKERT – From Earth to Venus
/.../ European space probe Venus-Express launched on November 9 2005 from the launching site in Bajkonur carried by a Russian rocket Sojuz FG. After 163 days of flight (in April this year) is going to reach Venus and become its artificial satellite. /.../
There are seven scientific instruments on board of Venus-Express destined to explore the Venus atmosphere, its magnetic field and radar probing of the planet’s surface. /.../
– For the first time in history we are taking part in direct exploration of the Venus planet /.../ – says doctor Mirosław Rataj from the PAN Space Exploration Centre (CBK), a co-author of Polish apparatus included in the probe equipment.
Polish scientists together with their Italian partners from the Physics of Interplanetary Space Institute (IFSI) in Rome constructed one of the main instruments: Fourier’s Planetary Photospectrometer – PFS. They designed and produced two out of four modules for this instrument – a scanner and a supply module. /.../ Polish scientists took part in preparation of two spectrometer experiments. First of them is the PFS spectrometer - working mainly in the infrared range. The second one – VIRTIS – encompasses both the visible range and near infrared.

Will the effect of 30 years of research and experience: the project of a pilot plant of coal fluidization elaborated in the Central Institute of Mining will become widespread? Can we utilize the coal resources improving the energetic safety of our country?
Systematically rising prices of oil persuade to start a discussion about alternative fuels. Hydrogen powered motors are spoken of in this context, however it is still a song of a distant future. Far more closer, not to say: at hand are the liquid coal fuels. Moreover, Poland (specifically Silesia) has all that is necessary for their mass production: coal, well-tried technology, detailed project of the installation, knowledge of the essential procedures and parameters, and also … experts, who have fully mastered the process of fluidization. /.../

– My recipe for innovation is very simple. Take a pinch Eugeniusz Kwiatkowski, add a bit of Leszek Balcerowicz; have healthy economy, sound currency; make a bet on the regions, start to restructure the enterprises; when you restructure, privatize then. And then let them reach the world standard when it comes to the production base. Then comes the appetite for the real innovation. When you do this all in the right order. /.../ Innovative industrial cluster is in my opinion the best way to stimulate the modern industries, stimulate innovation, stimulate the regions. /.../
